Damanged Phone, cannot reissue for 3 months

On 24 September 2013, I renewed my contract and took out a Samsung Galaxy S4 phone phone which was faulty. I returned to the store on 30 September and returned the phone, they however did not have stock of replacement phones. They advised that they will call me the next morning to advise on availability. I returned to the store on 01 October, and opted to take an iPhone 5 instead, they did not have nano sim cards in stock so I returned again on 02 October and was told that they cannot issue the phone as the system states that a reissue can only be done in 3 months time. The service agent was extremely rude, his manager Gloria was not available. He however stated that Gloria would call me this morning, she has not. I called but she is not available. I've tried calling the 808 call centre, and asked to be transferred to a manager, I've been left on hold for 13 minutes with no response as yet.
