Telkom billing for a dead line for 7 years

It has come to our attention that Telkom has been billing for a line for the pass 7 years. Since we are a business with many lines we did not pick this up and it was not brought to our attention by Telkom. We have since October 2012 cancelled the line and we are still been given the ran around for a complete refund. -R15 000. (line rental) Telkoms response is that they cannot refund us back completely and they can only go back 3 years -R3000
I was told by the lady dealing with our case that we cannot take this any further and if we did the complaint would still come back to her department and as far as they are concerned it is Telkoms policy that they can only go back 3 years. (Glenda - 043 702 1315)
This is a clear error on Telkoms part as the telephone number was very similar to our fax line with just the last number being different.
I'm hoping that some one is willing to assist as we are getting nowhere with our complaint.
