Paid Telkom 7 YEARS for 4MB line never activated

Telkom OFFERED me an upgrade (to 4MB) on my ADSL line in April 2007. I have been paying it since then. I have over the past couple of years complained about the slow line speed. Usual response: Madam you are on our fastest package. In June 2013 I again complained about the speed and I used HP this time. Early July a technician came out from Vredenburg I challenged him about the line speed again saying that it is IMPOSSIBLE that is can be 4MB. He phoned the technical division while here and ONLY then the 4MB line was activated 7 Years later. He suggested that TELKOM will never admit to this or refund me.
Someone from Telkom followed up on the HP complaint and I explained this issue: She asked that I send an email to [Email Removed] and she will look into it. Nothing.
So last week I took up the case again via the call centre and a dispute was logged. Someone just came back with this information for me:
1. It has been referred to the technical side as she is in accounts.
2. I am not the only person with this kind of complaint.
3. Tech side take a long time to get back.
4. TELKOM will NEVER credit me for the 7 years as it is not their policy.

Pretty disgusted.
