No Service due to incompetence

For Two months now I have logged call after call on my ADSL/Telephone line. It ither drops the connection to the internet, or the service breaks completely - no dialtone, no sync. Telkoms solution to this is to drop the line speed.
Telkom insisted it was on MWEB's side so I changed my ISP to Telkom - this resulted in the at Telkom "cancelling my contract" and billing me R1200 in penalties. Aparently I "downgraded" my line from 10MB to 4MB and this means I cancelled my contract - I NEVER HAD 10MB LINE - MY AREA DOES NOT AND HAS NOT EVER SUPPORTED 10MB!!! I simply added a 4MB uncapped ISP account to my contract ADSL line?!? So I raised a dispute with the billing department - cannot get any feedback regarding this dispute.
To add to this all my refund for almost 2 months downtime - R79, 00! And this morning my line is dead again.. I was told that service cannot be provided in adverse weather conditions like rain... what century are we living in?
