TELKOM TRIES TO EXTORT ME for an 11y old account

Dear Sirs
I have a current account with telkom that is in good Standing.
I recently moved to a new house and were requesting an additional line on the new premises.
When i enquired why the new line was taking so long they told me that he have an old account from 2003
/- 11 years ago outstanding and they will not give me a new line unless i pay this
I refuse currently as the The Prescription Act provides that the basic period of prescription shall be 30 years in respect of any judgement of debt and 3 years for any other debt.
The effect is that in the case of any other debt where no payment has been made for a period of 3 years, the debt has prescribed. This means that the debt has been completely distinguished and does not have to be paid. SO they can't hold me liable for this in any case why did they give me a new account thats almost 8 years old if i had an outstanding one from 11years ago.
I tried to resolve this with Telkoms account people and got to a gentleman called Gregory Prince. He insist i have to pay this account or will get no service from Telkom and he say until i pay this no one will assist me
I need to speak to someone in telkom who is willing to assist me.
