New SIM not activated after upgrades

I upgraded to a Galaxy S4 at 9am on Saturday 01 June 2013. It is now Monday 03 June 2013 at 12:45 and despite three very lengthy phone-calls my sim is still not active and I have been told just now, for the third time that it may take between 2 and 24 hours. Agent refused to escalate to his manager and insisted that this issue will be resolved but I have NO CONFIDENCE since these were the same promises made twice before. I have been a client since 1998 but I have now had enough of this... They have no willingness nor inclination nor process to escalate issues. Pathetic indeed and to think I am rewarding this mediocrity with my business.
