Unfair practice and going against CPA

I moved out of the flat at only a week and a half of occupying it, due to the negligence of the agent/agency, lights cut off for 5days despite the full payment i made to the agency & signed the contract believing all is ok. My 2 & 3 yr old kids had no bath during that time and all my food items wasted, I terminated the contract & Cindy said she confirmed with her manager that i will get my full refund of R4870.Now they say they cant give me my money back as Cindy disputes saying i could get my full refund. All that i suffered with my kids for 5days, The agency didnt make sure the name for lights is in the owners name before i moved in. Now i am told i cannot get my R4870 back and i am being prejudiced. I am a single mother of two and am being treated in such an unfair manner. Please help me.
