Incorrect Billing for over 2 years - being charged

I have been contacting the City of Jhb for my rates account for over 2 years with no action. I have been threatened to have services cut off, I have been charged thousands of rands interest and final warning fees.
Please can SOMEONE assist.
Just because it is the COJ does not mean service should be so unprofessional and blatantly rude. Not responding to clients is unacceptable in business!
