Lying about when to restore my electricity

I reported power failure on 1 October 2013 to the SMS line of Tshwane Municipality after having called several times with no answer. I received a reference number via SMS which is 487. On 2 October I confirmed that the fault is with their prepaid metre which shows that I have units even though they are actually finished. I bought electricity units of R1200 and the metre gives a connection failure message each time I try to load units. Two years ago I had a similar problem and the municipality gave me a new metre to solve the problem. I called the call centre on 2 October after 19:00 and Samuel told me to go to 373 Pretorius street and exchange my faulty unit with the new one. My wife went on 3 October in the morning and they told her that the technicians will bring the new metre during the day. At around 15:00 I called the call centre and spoke to Nicolene who said the technicians will come at 18:00. After 18:00 I called the call centre again and spoke to Samuel who said they might come tomorrow. This is now the third night I spent without electricity just because the municipality cannot deliver on its promises. What makes me more angry is that my a/c is always up to date.
