SHERIFF'S OFFICE MANAGER IS NOW THE COURT?

I have issued the Sheriff of Krugersdorp with a Writ of Execution from the Labour Court in July 2013.
Apparently (according to Brenda from the Board of Sheriffs in Cape Town) the sheriff had to attach and remove as instructed by the Court.
This I only was only informed of late September when I paid a visit to the Board's office in Cape Town as I do not get any feedback from the sheriff - a Mrs van der Merwe.
Krugersdorp sheriff demanded upfront payment before anything was done with the writ.
3 month's later and many emails and telephone calls (as they NEVER give feedback or reply to emails) I am still struggling to get all my money as awarded by the court.
According to the sheriff's office manager, she decides what the debtor should or should not pay.
According to the Service Return (invoice) they have been to the debtor's address once which amounted to R229.00. (I have paid R1000.00) AND done all the telephone calls and emails to get some feedback.
The office manager informed me that she would refund the money they do not utilize, still waiting...
I am still awaiting a reply from the Board of Sheriffs in Cape Town. No reply on emails either so I believe this is the norm?
