No delivery of a gift... no response

I will definitely not be renewing my Rubybox subscription, nor will I ever order from them again! I have NEVER experienced such bad customer service. I ordered a gift for a friend on the 13th of December. It has still not been delivered despite the fact that I included her phone number so they could check if she was at home or rearrange delivery. I have phoned twice, the first time I was told a new package would be sent, the second time I was told it would be investigated and resolved... NOTHING! Then I sent an e-mail because the phone just kept ringing, because they were experiencing a "high volume of calls". I did receive an e-mail to ask for the order number despite the fact that I had attached a copy of the order onto the e-mail!!! I still have not heard anything back! So what now? Does anyone know where to file an official consumer complaint?!
