Taken my money but i still have no car (at all)

He took a deposit of 5500.00 in june 2012 on a quote of 10.000 to do my car. he signed documents to confirm i would receive a new engine. everytime i was to collect my car he gave a new excuse and that also cost me more money (obviously) after paying a wopping 16100.00 i took possession of my car. that was short lived as the car broke down again. this happened three times and each time i had to have the car towed costing me a total of 3900.00. he again collected the car from me for the third time and i still have no satisfaction or completed work. its a year and 3 months how long does it take for goodness sake.???
