Still not taken care of after 6 months

During July I was contacted by the credit card company stating irregularities on my account.
I contacted the department and logged the incident.

After 3 months, I had not heard any feedback and I had to call THEM and was redirected to a second investigation, stating it was branch.
After much fuss, they told me the situation was rectified.

During October the amount surfaced on my new account (having cancelled the old card).
I immediately reported this to the division, this was reversed within a few weeks, but the finance charges on the was not reversed.

I notified the bank about the finance charges and they said they would reverse it. It still has not been reversed.
During November, the same amount surfaced again.
I spoke to the department several times and even their management who said they'd call me back, but still haven't called me back.
I went to see the bank manager and a month later I'm still being charged for the full amount charges.
Each time, I had to pay the instalment not to be blacklisted.
I am still receiving threats from the bank stating that I owe them payments on the amount.
