House falls apart due to water damage

My house started to crack up, I put in a claim, the assessor said my house was build on clay this clay is a few hundred meters under my house. Oct 2012 I approach ABSA again because the walls and tiles crack so much you can look right through my house, ABSA denied the claim. I got contractors out to fixed my house, while digging under my house to pin it, they found that the ground were wet all over and the sand was so loose it took the less than a hour to dig all the trenches to pin the house. The contractor when started to look to see where all the water came from. They find no leakages in my yard at all, they found a leak at the municipality side, the water did not go above the ground but directly under ground and where nevert visible. This leakage could be there for more than 8 years. The builder decides to pack up and leave as they said the damage due to the water were too great and need to break down the house and rebuild it. The house now stands on bricks at this stage. I immediately put in a claim in on the 3 Oct. ABSA send out two assessors and declined my claim. The damage to my house R1 200 000 and the damage was due to water leakage and not clay ground.
