Paying for 2mb getting 300kbs :(

Please assist us! we are supposed to have a 2 mb line since October however, our line has never clocked more than 1.2 mb. Now for the last four days we only get a 300-odd KB line!! I logged a fault on the weekend, but today after the 'technician' called us back its still just as slow. Its not fair for us to pay so much for the 2 mb line and "uncapped" internet and then not get a service! I have confirmed that there is a definite fault on my line!
