Paying 3 months for a non existent service

I took a 4MB per second uncapped package from Telkom and from the beginning I have never been able to obtain even 0.5 MB per second, I average at between 80KB to 120KB per second. I am unable to make Skype calls (which is why I took the above package) because the speed is just too slow. (1) I phoned Telkom to report the fault and was told that the nearest exchange was 6.5 kilometres away - (that is not my fault), they said they would move my line to an exchange closer to where I live - but there was with no change in line speed. (2) I phoned Telkom again and told them that there was no change in the line speed and was told that they were going to change my line speed from a 4MB per second to 10MB per second but again there was no change in line speed. (3) I then phoned Telkom again to report the slow line speed and was told there was a problem with the line and that a technician would be called out to find the fault, no tech came out and the line stayed the same. (4) I phoned again and the person at the call centre said they would escalate the fault and still it can't be fixed. I phoned today 5/2/14 18H30 and spoke to Moosa who again said he would "escalate" the problem - " HELP"
