Technicians closing calls without fault being fixe

I am at a loss of what to say. The line in questions is an ADSL line which we run our company IP Phones off. In the 4 months we have had the line it has worked less than half the time. This is a business line and causes damage to us each time the line is not working. I placed a fault call (my 4-5th this year) on the 2nd and a couple of days later a technician came out. He did not use a modem when testing (this is a data line!) He told me it was fixed, when I said it was not he left the office saying he was getting something from the van and got in his car and left. The call was then closed when I clearly said it was still not working. I have now had to log another call and go to the back of the queue again. I am at a loss as to what to do. I have tried to escalate the latest fault but have been told it may not even be looked at.
