Said it's Fix and It Wasnt

I recently upgraded my 1MB ADSL uncapped to a 2MB ADSL uncapped, but for the last month I was running slower than a 1MB ADSL Uncapped I then phoned in about 2 times Vusi & Musa was the two people I spoke to then the one said I need to UPGRADE MY TELEPHONE LINE...! the other tells me and I quote " I don't know Why your line is doing that" (PS: They are technicians). so then I logged a online fault with Telkom so they can come and see what the fault is and fix it, not to find that I remotely connected to my pc had my camera going, and this is what he did: Guy came in looked around my room picked up the router/modem went down stairs and told my Mother that it's working now. As a technician myself if he fixed the line should've the internet went off...? But yet I was still connected.! WHEN WILL THIS BE FIXED AND WHEN WILL I BE ABLE TO HAVE MY 2MB Running a 2MB, not a half a MB
