Being billed for a service they cannot offer??!!

We have a 2mb uncapped adsl line with telkom. We pay on average between R1500 and R2500 a month for internet. I have been unable to stream or use the internet because the speeds have been so slow lately. We have been having this problem for months then it was resolved and now since Jan the problem has started again. I call in log a fault, consultant says there is a problem with the exchange server in the are, hangs up and adsl light goes red. Call back in and hold for 20 mins, consultant says the previous consultant gave me the wrong info and I will be charged a call out fee and cancels the fault. Then I log another fault, technician calls and says the line is syncing fine and cancels the fault. Today, after reporting 6 or 7 faults that are still un resolved - no calls from telkom at all -ref 494cwk and 120313 and 240171 and 719783 and now 26843967 I was told that the exchange in Milnerton is overloaded and that I should downgrade my package and then pay upgrade fees later when they can provide me with the service im paying for. Download speed 0.43 kbps and the manager says "it states up to - not guarenteed" I WANT A REFUND!!!
