How many times do I have to log a fault???

I have had a intermittent connection problem on my ADSL line for the past year. Extremely slow speeds on a 4mb line and very often just completely disconnects. I have logged fault after fault only to be sent an sms that "service has been restored" and that if the fault persists I should respond to the SMS indicating that the fault is not resolved. The fault has been escalated once and a technician came to the exchange to test my line. He gave me a call before he tested it and I asked for feedback once he has tested my line. Only to wait a day and phone Telkom for an update only to be told that the fault is closed. I am on a 4mb line and my avg speed is less than 1mb download and .43mb upload. There are times when I get a download speed of .25mb. This is on a line that Telkom tells me syncs at 4mb. I have eliminated my service provider as the fault and my hardware. Used different routers/pc/cables and still the problem persists. I feel completely helpless as to what to do next. It feels like this issue will go on till I eventually give up hope.
