FIX THE CONGESTED EXCHANGE ALREADY!!!

I have logged and escalated this a few times now (Faults: 253CWK071012 / 217CWK021112 Escalation: ARS 215007). From ~6pm till 2am every single weekday and random times over the weekend ADSL speeds go for a pot of, I have a 4 Mbit line and get like 0.4Mbit speeds (sometimes less). More over the latencies shoot up from a stable 12ms to 1000-2000ms making the line useless. All these are the symptoms of a congested exchange as the symptoms manifest regardless of ADSL isp, and on the telkom guest account explicitly. Outside of peak times the line runs flawlessly, once again i.e. congested exchange - which was confirmed to me by the only phone call I had ever received across the 2 faults/1 escalation by a technician at the time. All this started in October when telkom bumped up all ADSL speeds for free. All my faults have since been closed without resolution and without confirmation calls that the fault has been resolved from Telkom. The fault persists now almost 4 months into the problem, with no correspondence ETA to resolution apology nothing. Just a sms saying "your ticket has been marked as resolved" even though the faults still persist. It seems cancellation is the only option.
