Telkom cannot Fix fault, suggest I downgrade

I have a fault since 27 July 2013 - after a year of no problems (from August 2012)- Fault number 27BTK270713.
Thus fault have been escalated a few times as well - ARS 232827

My 4 MB ADSL line runs at 1 MB or less due to a problem at the exchange.
Muso from Telkom today suggested I downgrade the line to a 1 MB line, then I will have no reason to complain about paying for a 4 MB line but only having 1 MB service.
Telkom can unfortunately not give me a refund, I can either downgrade to 1 MB line, or keep on paying for a 4 MB line with 1 MB service until they have time to fix the exchange.
