New customer with now connection

I have recently signed up for telkom do Advanced.
Got my line installed and were up in running within a acceptable period.
Since I've had the line, I have not experienced the speed I should be getting for 2mb uncapped. In the evenings (from 5pm) to gets so bad that it even drops down to 20kbps (not even 10% of what I'm paying for). This issue was logged and received a phone call a day later asking if its resolved. I asked if anything was done, and they said no. So for this issue, the standard problem resolution is "wait"?
Now, my ADSL is completely disconnected and I have had NO internet since 5 March. Logged the fault, and still nothing is done, I have no internet service, yet I will be billed for this at the end of the month?
I'm a new customer and one would not expect to have NO service so soon?
