Telkom Line not working for 5 months now

In December 2012 I applied for a Telkom Adsl Line, first issue started when it was installed taking an extended 5 weeks. Thereafter my line which is a 2mb uncapped has not worked since it was installed. I've been getting download speeds ranging from 3kb/s to 39kb/s, reset-ted my ports over 28 times, and have logged this fault over 17 times. Telkom has even recognized the problem by not fully charging me for the services provided, but the issue is, I want it fixed and I have recently re-logged the fault once again. So the service delivery has been very poor.
