Bad service wait no service

Hallo
I have ADSL line with Telkom; it is a 2048Kbps line with 10 GB. I was always getting about 1570Kbps download and 470Kbps upload. I was happy with it no problem. But on the 28 Jun 2013 I was getting 540Kbps DL and 150Kbps UL. So I logged a fault on the 29 Jun 2013 not getting any response from Telkom. I waited, on the 03 Feb 2013 I received a sms telling me the fault was resolved, but yet it was not so I logged the fault again, with no response I phoned Telkom help line (3 times) with no help for them. I went to Telkom shop where I got the ADSL line from (12 Feb 2013), they only told me I have to wait. So today is the 14 Feb 2013 and I am still waiting for them to get my ADSL up and running. Here is all the service numbers I got with the fault loggings - 918CTK290113 AND 159CTK030213.
I need my line up and running for what I am paying it to be. Last night my speed was 290Kbps DL and 240Kbps UL. Please can I receive some service from Telkom?
