Frozen/Soft Locked line 2 days prior to debit day

My salary went in a few hours later than my debit order for vodacom last month, so I received an invoice and also a sms notification for the amount, so I payed through EFT.

Now, 2 days ago my phone's line got soft locked and I phoned in and was informed that I owe them R100 penalty fee for the returned debit. However, no one phoned me to inform me of this penalty fee or to inform or wanr me of the line cut, and this they did 2 days before my debit order goes through.
When I phoned in they advised me that the debit order has been submitted already, so if I had gone and payed the R100, they would have still deducted it from my debit.

I have rights, how can they lock my line, 2 days prior to debit order and without any notification or invoice to me?
I have had this contract since 1999, without any prior problems.

I use this phone for work related purposes and I am loosing and I lost a lot of money now, today the is the debit order date, but my phone is still inactive.
Tuesday they said they will unlock it for me, that was at 4pm, they said it will take a couple of hours, well its now 2 days and still off.
