Phone line being locked every month

I opened an Iphone contract and I specifically told the consultant that I will not pay more than R700 per month for the unit. After using the handset for 3 days, both my lines has been locked without notification. I phoned 082111, the consultant told me that I exceeded my limit of R1500. I could not understand, I decided to cancel the contract withing 7 days as per CPA. Vodacom deducted R1300 from my Bank Acc in Sep 2012, I delt with Tharallo from the CEO's MD's Office and he assisted me, arrange that RAM should collect the unit from my office and that I will get a refund (still waiting). In October again the same problem, Vodacom deducted R5600 from my Bank Acc, I had to drive all the way to the Bank to ask for a reverse debit order. I went to bank and had no choice but to STOP t Vodacom's Debit order. After fighting with so many RUDE customer care consultants my line was unlocked. In December my line has been locked again for 2 weeks (same problem) according to 0821946 my acc is in arrears. HOW CAN I PAY FOR A PHONE THAT I DON'T HAVE? I kept record off how many times I'd phone 08211, 0821946, 0821958, And again my line is locked since 14 Feb 2013, 7 service request since Sep 2012
