Still waiting for problem to be resolved

After my previous complaint on the 25th a technition came to my house yesterday and left a note on the door saying he visited our house while we ere out. Both my Domestic and i were at home. Telkom has my cell no as well. The Technition by the name of Adolfh could not have tried very hard to get in. All he had to do was hoot.
This problem has gone on since the 7th of February and prior to that my line was suppose to be installed on the first of February. It seems that one person does not know what the other is doing which even concerns me regarding my account. Am i now suppose to pay for services not received?
