Upset - Line Barred due to incorrect Billings

I now write once again regarding my frustration in my problem not being resolved correctly. I did get Nelly call me a few times and when she did, I did mention that BOTH my Bills were an issue. The December and the January which needed to be sorted out. I however did get 50% Refund for the December Bill, although still not satisfied accepted it, only to my dismay, the refund went to pay for some of the January Bill which is also the issue. So my query now is - does nobody listen to the customer.
Nelly did however get someone from CELL C to explain the way a Smart Phone operates, but I did tell him also
that the fact that I took out this contract from CELL C, they need to take ownership and sort this out for me as I
DID NOT DOWNLOADS APPS AND I WAS ALSO TOLD THAT THINGS HAPPEN BEHIND THE SCENE AND
I DISTINCTLY TOLD THIS PERSON THAT I DO NOT ACCEPT DOWNLOADS AND SO THIS PROBLEM NEEDS TO BE RESOLVED.
CELL C WAS VERY QUICK TO BARR MY LINE DUE TO NON-PAYMENT, NEVER MIND MY QUERY WITH THEM.
I URGENTLY AWAIT THE JANUARY BILL TO BE SORTED OUT AS THIS IS THE SAME ISSUE AS THE DECEMBER BILL AND I DO HOPE THAT SOMEBODY WILL TAKE RESPONSIBILITY AND SORT THIS FOR ME URGENTLY.
