Wrongfully debited and then wrongfully credited

I once again write to Hello Peter complaining about the lack of communication from a Giant Network like CELL C. As promised timeously by CELL C that the person responsible will contact me, I now still await a response or least a telephone call from someone who is prepared to resolve my outstanding issue.
Firstly I was wrongfully debited in December, but after much time elapsing I was then told that I will get a 50% credit refund. This was well and good, as I knew that I could use this money to pay some outstanding bills as a result of CELL C taking out a huge amount from me. But to my disgust, the refund then went to pay for part of the JANUARY BILL WHICH WAS THE SAME ISSUE AS THE DECEMBER. So in actual fact THE INITIAL PROBLEM HAS STILL NOT BEEN RESOLVED AND I NOW KEEP CALLING CUSTOMER CARE AND EVERYTIME THIS PROBLEM GETS RE-LOGGED AND I STILL URGENTLY AWAIT A REPRESENTATIVE WHO IS CAPABLE AND ABLE TO RESOLVE MY ISSUE.
It looks like the initial person who was handling this problem of mine either left CELL C or is just not interested in resolving matters. Her name is N. Nelly Mamotheti. I have numerous ref no-3030101718/302220025 and
I eargely await a response.
