Number reallocated without notice

When I bought my iPad it came with a 3G data card from MTN which had to be FICA before I could use it.

I do not use the 3G on a regular basics, mostly use wireless. I loaded R79.00 data on the 18th September but kept on getting a no service on my iPad.

When I enquired, I was advised that my number 0736335517 had been reallocated to another person, on the 1st September. It was confirmed that the data was allocated to the number. But MTN could not refund the data.

How can a number just be reallocated without notice, especially if it was FICA on my name and why can the data not be refunded if it is not being used?
