Slow internet, no competent person to assist

My Internet connection is extremely slow. I have spent more than 10 hours over the period of the last month and nobody can assist me. I am being transferred from one person to another. I have done every speedtest and had them reset all my settings. Nobody seems to be competent and able to assist me.
