Not getting right amount of data

I am having a problem with Vodacom as they are not delivering what they have offered me.
I upgraded my cellphone contract to the Apple iphone 5S and they offered me an extra anount of 500MB data on top of the standard 200MB received on the Smart S package. I upgraded during the course of late November 2013 and they informed me that my new package will be effected on the 1st of December 2013. Now, If I work out correctly, 500MB of data plus 200MB of data equals 700MB of monthly data that should be allocated to me.

To my surprise, on the 1st of December 2013 I checked my data balance and found that I have only been allocated with 400MB of data.

After numerous phone calls to data support, I was referred to 3 different people and cut off line how many times. It seems to me that Vodacom cannot live up to it promises and cannot supply what is offered to their clients by them. The last person I spoke to was Ricardo from Vodacom Data support. He promised me that he will hand my query over to me as he is knocking of duty. How pathetic is that??? And still, I have never received my reference number for my problem logged with him. He promised that someone will look into it and get
