Vodacom almost non-functional in obs, cpt

Almost every day my smses get rejected as 'failed' - 2 have failed right now, sunday 1/12/13, 10-10.15. i've complained a few times over the past year or more. the reply was "vodacom is still addressing the problem". how long can it take?? since 2011/12 residents all over the suburb have been complaining of vodacom being down repeatedly, resulting in calls not connecting and messages being returned as 'failed'. i don't understand how a service in a heavily urbanised area of a major city can operate efficiently for a decade or more then suddenly become so erratic as to now be termed Unreliable. yet vodacom continues to deduct monthly contract fees, without any refund, discount, or even apology. the complainants i know of in obs have switched providers (vodacom can no longer be called a 'provider'). at least with landlines one got through, even if it was only to leave a message. nowadays, many people don't have landlines so one is stuck with using cellular comms. i've enjoyed my vodacom contract and service - their technicians are tops - but i need to have a 'phone that can actually CONNECT.
