Our ADSL speeds have been capped again!!!

Before I begin my complaint let me explain something because there was some confusion last time. Our internet does in fact work. HOWEVER, we are paying for a 1meg line with the expectation of being able to download at between 70kB/s and 90kB/s. Last month we were unable to do so the entire month. The maximum we could achieve was 40kB/s. This month (JUNE) we were only able to download at our full speeds for approximately eight to ten hours a day after which Telkom would throttle us down to 40kB/s if we were lucky. These are 512 speeds and we are paying for a 1meg line. I went to check the adsl tracker that Telkom uses but was unable to determine if we are heavy users or not and it doesn't say if we have been soft capped, Again!!! This is ridiculous! We pay a great deal of money for a service we have barely been able to use for THREE MONTHS NOW. If Telkom cannot deliver the services they are advertising then allow us to pay less for the service as we are not getting what we are paying for and stop advertising uncapped lines as with Telkom there is no such thing. I am tired of this service and of people phoning me who don't even understand the nature of my complaint. Fix It!!!
