Telkom cant sort my problem

Im having a problem with my adsl speed issues. I call technical, they say that I must downgrade my account because my line speed is 1 meg and my internet account is 2 meg. I call accounts n they say my account is right and technical is wrong. I call technical they say downgrade. I don't know what to do, I sent Telkom faults isp etc 3 emails with the speedtest report and no response from them. My upload speed is 0.2mps I cant browse with ease etc. I have been with Telkom adsl since 2007 and only when I upgraded to uncapped all this problem started which is not ending.
