Unresolved ADSL speed issues

I have logged two calls within the space of 3 days with Telkom technical support. Each time telkom closes the job without anything being done. I have a 2meg uncapped account, but between 18:00 - 02:00 at night my speeds are sooo slow. They have reset my ADSL ports and then indicated to me there was something wrong with the ADSL line at my local exchange. Well, they keep closing the job, without contacting me to say if it has been fixed or not. I can barely run a speed test on SAIX... takes 10 mins! Here are my latest speedtest results from [URL Removed] (cape town).

Upload Speed: 79 kbps (9.9 KB/sec transfer rate)
Latency: 102 ms
