Telkom ADSL promises a failure

I started off subscribing to a 300kbps adsl line and because of the slow speed I was experiencing in my area (congestion between 08:00 and 17:00 according to the Telkom technical support staff) I upgraded to a 1mbps line, but still no joy as the line was extremely slow between 08:00 - 17:00. Again due to congestion according to the technical support at Telkom. I kept on logging faults because I was barely getting 200kbps during 8 and 5. I have even gone so far as to upgrade to a 4mbps line with the same results... barely getting 200kbps between 08:00 and 17:00 as well as a line that keeps on disconnecting every few minutes. Telkom is taking money for a service they promised but are not providing. a Refund they say can't happen as the fault (497CTK050312) is still open and not resolved - for over a year now! The only answer that I am given is that there is a serious problem with congestion in this area and that Telkom is working on resolving this problem... they are? because this has been going on for over a year now without anything getting any better. I've sent an email to the Telkom esc centre months ago but am still waiting for a response. Seriously, what am I paying for?
