ADSL line speed still an issue

I have been struggling now since I upgraded to a 4Mb line on my ADSL to get the line speed fixed. I have phoned Telkom numerous times to report the fact that I am paying for a 4Mb line and only getting 1.3 Mb maximum. Everytime I phone, a new log is opened and then I get a few sms's stating that my service has been restored or that it has been tested and nothing is wrong. I reported this on Hello Peter two week ago and got the standard Telkom response about it being escalated etc, but nothing happens. As I said in my previous post. If Telkom cannot provide a 4Mb line service in my area, then just say so and let me downgrade to a 1 or 2 Mb line.

This is extremely frustrating!!!
