NOT WILLING TO GIVE AN UPGRADE

I have been a valued client of cell c for 9 years that i even took out a second contract with them. never has my account not been paid. End July my first contract Sim card was (0844378688) and that person made my bill come to over R2500. I then contacted cell c asking them to block my account as it was and I made arrangements to pay of the bill as i didn't not wanted to be blacklisted and i wanted to keep my account. i then paid the bill as agreed and i contacted them to unblock my number & also to do an upgrade as i know my 0844378688 number is due for an upgrade. they refused to give me an upgrade saying that my account was in arrears yet i paid my account every month and i requested that it be blocked in July and made arrangements to pay which i did. i have been busy with them for 3 working days now and they refuse to help me even if i am a valued client who has been with them for 9 years. There people are rude & on top of them. when i called them today 29/10/2013 my call was cut 4x times by the consultants. this is the worst service i have ever received
