Internet not working

My internet has not been working for two weeks now. I called MWeb (my ISP), and we identified that the problem exists from Telkom. My DSL light on the modem is stable green/yelllow, but the internet light is red (no internet). The following is correspondence received.

1. Called Telkom. Person promised to log a call. Called back two hours later, nothing had been done.
2. Got reference number, promised person would come out same day or next. No one came
3. Someone came out, Response was 'area problem'.
4. Supposedly fixed, problem was supposedly now lying with Mweb.
5. Called MWeb, logged in using 'guest@telkomadsl details. Still cant login. Therefore, Telkom problem.
6. Someone comes out (5 minutes). Problem will be transferred to someone else.
7. Fault closed- my ref number, not my line number.
8. Working on lines again. Now my DSL light is no longer stable, and there is no internet line at all

Current status: No one knows what is wrong, and it appears no one plans to do anything about it.
How can I possibly escalate this, who can held Telkom responsible?
