Two weeks without Internet Service

We have been struggling for over two weeks with Telkom to repair our line. We have been struggling for years with slow download speeds and for three years we were getting maximum download speeds of 26kb/s. About a year ago, after complaining a few times to Telkom about this, they finally figured out that we were not put on the 1MB per second line that we had been paying for for 3 years. We recently changed to MWEB as a internet service provider but have yet to change our line to MWEB. The assistant for MWEB said we should wait till they fix our line before we switch lines to MWEB. Since we have done this we have had problems with slow internet, dropping lines and periods where we have no internet service for days. We decided to change to MWEB because with Telkom internet we were getting maximum download speeds of 100kb/s. MWEB said that we should be getting at least 700kb/s. When we changed to MWEB suddenly we were getting download speeds of less than 30kb/s. We phoned MWEB and they told us it was definitely a line problem. Technicians don't pitch up when they're supposed to and when they do the problem isnt fixed. We are fed up with poor service delivery.
