Fault report 425CTK171013

I have been trying to resolve a line connectivity problem on the number 0126441033 for some time now.
Due to excessive noise on the line the internet connection drops constantly.
This is a 4 meg line, not an up to 4 meg line, yet somebody has dropped the line speed to 2 meg. We are paying for a 4 meg line!
This has in no way fixed the problem! Nobody will take responsibility for this.
Dispite repeated promises from your tec department nobody has come back to me on this.
I have spoken to Solomon, Shuab and a very rude Vamish Shaloumen. All to no avail

Please resolve this.
