Paying for a service they cannot provide

I am terribly disappointed with the way in which my fault has been handled.

I have a 2MB ADSL line, when I do speed tests I don't even get 1MB,
I have logged numerous faults now and must have spoken to and had technicians to my house,
At least more than 10 times.

Some that I have are 824CRK230713, 191CRK130713

First it was noise on the line,
Was told it was the underground cable,
Then told I was too far, and Telkom cannot resolve my fault.
The lady called Sunnet called me this morning and was rude, telling me "she didn't sell me the bloddy line" so its not her problem.
Then she resolved the fault...

I pay every month for a service that Telkom cannot provide, this means then they should refund me all the payments on the 2mb line since they can only offer me 1mb.
