Telecommunications

My Telkom ADSL line is fed from the Anerley exchange on the South Coast. My speed test indicates that my 1m/b line is only working at 13Kb/s. That's slower than the old dial-up 56Kb line. After reporting my fault I receive a SMS from Telkom saying my fault is resolved but the speed is still slower than dial-up. Telkom then phone to say it's congestion and there is nothing they can do.
How can they resolve my fault but also admit there is nothing they can do due to congestion?
And why should congestion be accepted?
Do Telkom think they can use the excuse as congestion as way for us to "Understand"
If the problem is congestion then why is it not addressed and resolved?
