Telkom Sells service it doesn't/can't provide

Telkom transferred our line (phone & dsl) from Jhb to Ramsgate in late June 2013.
In Ramsgate we immediately experienced a slow/intermittent ADSL service.

After several calls to the call centre we managed to get a technician out, who did the usual tests but could not fix the issue. He told us that Ramsgate Exchange (039-314) has been experiencing contention for a while, but there was a project about to start in August 2013 to upgrade the Ramsgate exchange. An Internet search and a internal Telkom fault no supplied (5ank030313) on one of the calls indicates the contention has been happening from at least March 2013.

It is now Oct and the project has not occurred.

We have contacted Telkom several times now and still they can't/won't give us a time frame of when the issue will be resolved. Their contact centre is ineffectual when dealing with out of the ordinary problems and can't be bypassed to resolve bigger issues.

I therefore contend that Telkom has been in selling us a service (i.e. a 1024 kbs line) that they knowingly could not supply in our area and as I work from home are liable for direct and consequential damages.
