Telkom ADSL speed non existant for months!

Since the 2MB to 4MB ADSL upgrades in my area done in November, the internet has been consistently slow!
I have logged calls for over a month (which just get closed without resolving them) and eventually a Telkom help desk person says there is a problem at the exchange in my area. This problem according to him has been going on for MONTHS!!

The internet becomes unusable and extremely slow. Basic browsing is virtually impossible, and SAIX speed tests show I am getting 0.89MBPS for most of the day and 1.40 after 5pm.

I have confirmed with other Telkom users in my area who all have this slow speed problem.

All day my router measures latency at over 100ms, and a lot of international sites just time out on my internet.

It has been like this since November and I'm paying about R500 for this useless non service.

The Telkom call centre will not tell me when my line will be fixed or when someone if anyone will contact me (so far they haven't) or the Exchange problem be resolved. All while I pay Telkom to do their job which they don't.
I'm fed up and want this resolved immediately
