Cannot fix poor network connectivity

I have been patiently waiting for Telkom to upgrade their internet service and infrastructure in our town since November 2010. I have logged countless calls with their call centre and although they respond and send a technician to my home they have never been able to fix the intermittent internet access I am experiencing. They have suggested in the past that the fault may be with my ISP but I have used 5 different ISP's and the problem remains the same with all of them where my router constantly disconnects from the Telkom exchange and I lose my DSL connectivity.
Telkom have never been able to provide me with a direct answer on what the cause of the intermittent connectivity is. I can only suspect that the infrastructure is so outdated that they cannot supply a constant connection to the internet. I have been forced to downgrade my line speed from 4mbps down to 1 mbps as I was told that this may fix the issue. Sadly this is not the case and even at 1 mbps the disconnects continue.
I have asked the help desk if there is any way to escalate my call to get a proper diagnosis of the problem but I was not given an answer on this.
