Contract cancelled, still being billed

I cancelled my contract on Vodacom at the end of June - paid the ridiculous premature cancellation fee. I received an email from Petronella from Vodacom acknowledging the receipt of my payment. I confirmed with her that I will not be charged for July-2013, and she acknowledged by telling me she will send the credit request to the credit department. Of course at the end of July, I was indeed charged by VSP (for no service that I received of course) and I emailed the cancellations department on the same address that they so kindly acknowledged the receipt of my premature cancellation payment. I have heard nothing back since last week. I have called Vodacom Account Cancellations about 5 times now, on every occasion they attempt to either put me on hold, or put me through to another department, the call drops. And the effort to explain your story 5 times to every consultant that thinks they are going to solve your problem.. phew.. gets tiring. Iv tried that route, no solution. I need to know whats going - thats really all I want. Acknowledge your mistake and tell me when the charge is going to rectified.
