Billed for a service not received

I applied WITH MWEB for an upgrade on to 2Mbps line speed in March. I was immediately billed for it from then and now realizing that my line is not that fast, I logged a call with the technical dept towards the end of July. REF 1203057. They are saying the fault with Telkom and its not their issue so they are agreeing that I didnt get the upgraded line however they will still charge me for it. When upgrading, you request and deal only with Mweb, they then deal with Telkom. Is it then really me that must bear the brunt financially for a service I have not received??? Did Mweb ever check to see that I was getting the 2 Mbps before they billed me? Why charge me for the speed you know full well I haven't received?
